Bill McKay, Founder and homeowner advocate behind Doc Vault Inc. dba HOA Doctor®, saw this problem up close while serving on the master board of Phoenix’s Biltmore Estates, overseeing 17 sub-HOAs. Rules existed, but communication failed. People paid dues without knowing where their money went. Board members wanted respect, property managers wanted fairness, and homeowners wanted to be heard.
Bill grew up in a family that invented one of America’s simplest but most enduring products — the lint roller. It taught him something he never forgot: the best ideas make life cleaner, clearer, and better for everyone.
After stepping down from the board, he began a national listening tour. Through focus groups in Phoenix (Arizona), Chicago (Illinois), Milwaukee (Wisconsin), Bloomfield Hills (Michigan), and Marco Island (Florida), he spoke with homeowners, board members, and management professionals. In Florida, he met with officials at the Florida Department of Business and Professional Regulation (DBPR) to study new condominium laws and understand how trust could be measured, not just mandated.
State laws define how communities should operate on paper — budgets, elections, and maintenance — but they don’t measure how people actually experience community life. There was no standard to show whether homeowners felt informed, respected, or treated fairly.
